When people work, serve, raise families, and still cannot secure a stable home, the failure is not personal. It is systemic—and it reflects a societal neglect of the basic human need for secure shelter.

Living in and defending Israel's border communities is a national service.
Civilian first response teams are able to defend their community and country from attack when they are empowered to do so. This is critical for national defense.

THE RENTAL MARKET FRAMEWORK
Exit 100,000 households from the rental market.
Income has risen at about half the rate as housing. There are approximately 950,000 households that rent. Exiting 100,000 renters will provide needed relief to cool the rental market and restore the tenant-landlord relationship to equilibrium without crashing the banks. Landlords will cherish good tenants who pay on time instead of relentlessly raising rents on families forcing children to live like nomads.

Designate 100,000 dunam throughout the periphery for productive residential use through long-term rights rather than unrestricted speculative ownership.

Use five pre-approved, expandable home models, industrialized construction methods, bulk procurement, and published pricing to control costs.

Mobilize private capital
Homebuyers, builders, and mission-aligned investors fund homes and infrastructure. Government focuses on land release, approvals, and transparent rules.

PETITION STATEMENT
We call on Israel's government and planning authorities to authorize a multi-site pilot for the 100,000 Homes framework: release suitable state land, fast-track standardized affordable first home housing models, validate real construction and infrastructure costs, publish eligibility, anti-flipping and anti-speculation rules, and measure results before national expansion. We refuse to accept a future in which working citizens are permanently priced out of stable housing.

Make construction pricing, infrastructure allocations, supplier standards, citizen priority, occupancy rules, and resale safeguards public.

FREQUENTLY ASKED QUESTIONS
What are we actually asking for?
Is ₪500,000 a guaranteed price?
No. The proposal describes ₪500,000 as a target national average, not a fixed price. Actual costs depend on site conditions, infrastructure proximity, construction methods, procurement scale, and limits on customization.
Is this public housing?
No. The framework envisions private construction and private capital within a transparent public structure. Government's central role is land release, approvals, infrastructure coordination, and enforceable affordability rules.
Will taxpayers fund all the infrastructure?
The policy concept includes infrastructure in the per-unit cost model and proposes that purchasers and approved investors fund the program. The pilot must independently validate whether that structure works across different site types.
Why not just sell the existing unsold homes?
Unsold inventory priced beyond household capacity does not create affordable supply. The proposed pilot tests whether a different land, construction, and financing system can deliver homes at a fundamentally lower total cost.
Why organize rallies and public events?
Major systems rarely change because a good PDF exists. Public information events, local teams, personal stories, and peaceful civic pressure can make housing affordability visible and politically urgent.
